Billings, Captain Gregory
Starfleet Fleet Administrator for the Ryalli Sector. Currently stationed on Liberty Station. Former commanding officer of the USS Terra Nova previous to injury.

Cook, Chief Constable Charles
Federation temporal enforcement officer.
Davis, Ambassador Trent
Federation ambassador to the Yetanni people.
Duncan, Captain William
Chief Constable Charles Cook's Starfleet Liaison Officer.
Greer, Lt. Cmdr. James P.
Starfleet's chief Tech Intelligence Officer in the Ryalli Sector. He is currently based out of Liberty Station.
Hugat
The leader of a group of refugees who escaped from the Qo-Rog. Being of the Hirogen species, Hugat is currently the only known Hirogen outside of the Delta Quadrant. Why he is so far from home remains unknown.
Keller, Captain Laura
Commanding Officer of the USS Avalon.
Kelso, Captain John
Commanding Officer of Liberty Station, and Starfleet's sector commander for The Ryalli Sector.
Kiva, Captain Jason
Commanding Officer of the USS Furious. A man, well-known, and of high integrity within Starfleet. Refuses promotion to a flag rank. Prefers the role of starship captain. An avid fan of the game of golf.
Podsednik, Christopher
Commanding Officer of the USS Saginaw. Captain rank.
Samigatchi, Cmdr. Hideki
Commanding Officer of the Federation presence among the Tempi on Tempus IV.

THE ALPHA QUADRANT

Blaine, Admiral Judah
Federation Admiral to the distant Ryalli Sector. A man of high integrity within Starfleet. Currently resides in San Francisco on Earth. Recently suffered a serious spinal injury in a holodeck 'accident'. Circumstances surrounding this 'accident' have turned up somewhat suspicious. Surgery was successful and Blaine is recovering nicely.
Thennis, Rear-Admiral Marco
The temporary replacement for Admiral Blaine (until his return from medical leave) as Federation Admiral to the Ryalli Sector. An older gray haired man with broad shoulders and a decided slouch. A strong proponent of the Federation Anti-Expansionist Movement. A jerk. Hated by many. Earned his rank by way of 'freebies' during the Dominion War. A superb military tactician, but hideously lousy in command.
Crusher, Dr. Beverly Current head of Starfleet Medical.
Edon, First Minister Shaakar
Political leader of the Bajoran people. Has willingly offered Bajoran aid to the Cardassion people after the War.
Garak, Legate
Nominal political leader of the devestated Cardassian people. Former Obsidian Order operative. Spent many years in exile on Deep Space Nine until the Dominion War ended. Returned to Cardassia and is helping to rebuild the planet.
Hartwell, Reginald
Director of the Department of Temporal Investigations (DTI). 52 year old human male. A bachelor.
Janeway, Rear Admiral Kathryn Starfleet rear admiral. Formerly the commanding officer of the infamous Intrepid Class U.S.S. Voyager.
Jaresh-Inyo, President
(DECEASED)
Former President of the United Federation of Planets. He was recently assasinated by militant members of the Anti-Expansionist movement within the Federation. He was in the second year of his second term in office. Grazer.
Clarke, President Marcus
Current President of the United Federation of Planets. Formerly the Vice-President under Jaresh-Inyo. Assumed the presidency after Inyo's assasination. A good friend of Inyo, and in complete political agreement. Strongly opposes the growing Anti-Expansionist Movement. Male.
Jarok, Praetor Eron
Current political leader of the Romulan people. Male.
Kira Nerys, Colonel
Commanding Officer of the strategic Deep Space 9. Holds a concurent rank of commander in Starfleet.
Martok, Chancellor
Current Chancellor of the Klingon Empire. One of the Empire's less humiliating strategists. A long-time military man of high integrity. A friend of the Federation.
Nechayev, Vice-Admiral Alynna
(DECEASED)
Former high-ranking Starfleet Admiral. Involved with Starfleet Intelligence. Somewhat disliked among her subordinates. She was killed aboard the USS Ambassador when former President Jaresh-Inyo was assasinated.
Odo
Unofficial Federation liaison to the Founders. Resides on the Founder Homeworld after their defeat in the Dominion War.
Picard, Captain Jean-Luc
Commanding Officer of Starfleet's Soverign Class flagship,  the U.S.S. Enterprise-E.
Ungtae, Kai
Newly-elected spiritual leader of the Bajoran people. A notably uninspired leader interested mainly in restoring respectability to Bajor following the disgraceful final days of her former leader, Kai Winn. Male.
Rom, Grand Nagus
Current Grand Nagus of the Ferengi people. A clever man, who could bring change to the Ferengi. Seeks strong ties with the Federation.
Shinzon Current leader of the Reman people.
Solen, Admiral
Head of Starfleet Academy. Vulcan Male.
