| HISTORICAL OVERVIEW: Starfleet's first encounter with the Caepaens was in April 2378 by the USS Terra Nova and the USS Thunderbird. The Terra Nova had been engaged in rescue operations of a Bibbiti (see Bibbiti) ship when it was confronted and issued a threat of force unless the Bibbiti and the Terra Nova submit themselves to interrogation and incarceration. Lt. Commander Banda, commanding the Terra Nova, refused the demand and a short combat ensued after which, the Terra Nova retreated with the Thunderbird in tow. A crewmember, Ensign Jennifer Michaels of the Thunderbird, thought to be killed shortly before the battle began was later found to have been kidnapped/rescued by the Caepae ship. She was transported by the Caepaen ship to its headquarters where she was interrogated and later released and returned to the Federation by Belstaisi traders. She is currently being interviewed for what information she can provide on the Caepae. This data is not yet available. No further contact with the Caepea has been reported. RACIAL DESCRIPTION: Jennifer Michaels resided with the Caepaen authorities for nearly a month. She is currently undergoing interviews to determine what information she can frovide about them. No description of the Caepae is available at this time. CULTURAL CHARACTERISTICS: Little is known about Caepaen culture. Based on the Terra Nova encounter, it is suspected that they may be a militaristic race that is well organized and law oriented. The Caepaens appear to expect other races to put high regard in their laws as well. They also appear to engage in trade. The Belstaisi have extensive trading contacts with them.... GOVERNMENT: Very little is known about Caepaen government. Based on the Jennifer Michaels incident and information from Belstaisi traders, the Caepae do appear to have some level of laws that prevent individuals to be held by the government without cause. This possibly suggests a more open society than originally suspected. The Caepaen appear to be a power in the Ryalli sector and an enemy of the Qu-Rog (see Qu-Rog). TECHNOLOGY: Basic analysis of the Caepaen ship that engaged in combat with the Terra Nova suggests that the Caepaens use biotechnology extensively in construction of their ships. Major components, including power subsystems, energy weaponry and life support are all organic. These organic components work in union with mechanical components. The Caepea are warp capable, but their top speed appears to be Warp 6. Caepaen weapons technology appears to be at the level of the UPF in the 23rd century, with the exception of an unusual missile launching system that is extremely effective against energy shielding. The Caepaens also appear to have transporter technology. It is believed that they have sensor technology that matches or exceeds current Federation sensor tech, and computers with extensive linguistic computing power. |
